HEALTH AS A PRIORITY IN UASIN GISHU COUNTY.

The County Fiscal Strategy Paper draft of 2019/2020 has seen the county prioritizing on high health levels and or standards, a national government plan under agenda four through provision of universal healthcare.  The budget  expenditure framework of the County has seen the health department being given the largest allocation. The sector is expected to spend a total expenditure of about Ksh 2.23 billion which is approximately 28% of the total fiscal funds.  The County is a health power hub with a number of major health centers. She is home to Moi Teaching and Referral Hospital (MTRH), Reale hospital, Mediheal, Eldoret Hospital among others.  With the inception of devolved governance in Kenya under the provisions of the promulgated 2010 constitution, bureaucracy was surely going to be on the increase to cater for the duties and responsibilities provided for in the constitution. IMPACT OF PRINCIPLES OF SYSYEM ANALYSIS IN UASIN GISHU COUNTY AT THE DEPARTMENT OF DEVOLUTION, ADMINISTRATION AND PUBLIC SERVICE MANAGEMENT (COMMUNICATION AND PUBLIC RELATIONS).

The department of devolution, administration and public service management is a system within the County government of Uasin Gishu since it has a set of sections that are specialized though they work independently and at the same time with interconnected. An analysis of this system gives a set of tenets since the department does coordination and at the same time there is workflow within the same sections.  The department has focused to be both an open and a closed system depending on the task force in place. It becomes clearly a closed system when it fully imposes its mandate to formulate a development and management strategy of the Human Resource where it coordinates with the County Public Service Board (CPSB).
