IMPACT OF PRINCIPLES OF SYSYEM ANALYSIS IN UASIN GISHU COUNTY AT THE DEPARTMENT OF DEVOLUTION, ADMINISTRATION AND PUBLIC SERVICE MANAGEMENT (COMMUNICATION AND PUBLIC RELATIONS).

The department of devolution, administration and public service management is a system within the County government of Uasin Gishu since it has a set of sections that are specialized though they work independently and at the same time with interconnected. An analysis of this system gives a set of tenets since the department does coordination and at the same time there is workflow within the same sections. 

The department has focused to be both an open and a closed system depending on the task force in place. It becomes clearly a closed system when it fully imposes its mandate to formulate a development and management strategy of the Human Resource where it coordinates with the County Public Service Board (CPSB). On the other hand, it may work as an open system when it endeavors to implement new policies that simplify their work as far as delivering services to all is concerned. 

As an organization, the department has the full features of a system which include input, processing, output, feedback and environment. The major component of input in the department is information since it deals with communication and public relations. It then processes the information by analyzing the data presented before the communication officials, edits it and gives the end product as output to the client and any other county department as it may be in line with their mandate. They may then receive feedback from whoever it may concern as it had initially been presented before them as input. This whole process may include the county residents who may be the clients, the communication officers who have managerial skills, capital and marketing. Desired adjustments to meet the demands may be made basing on the kind of feedback that may be given. The major principles that entail this department include the following.

Reciprocity is a principle that focuses on all the communication officers benefiting from the skills and know-how of the other. Mutuality simplifies work and brings about innovate ideas and contingencies can be dealt with such an ease in case they occur at any particular point in time. Mutuality has been witnessed in most times when there is a large function in the County headquarters. Recently, Uasin Gishu launched the County action plan to counter violent extremism and all communication officers corporated and ensured that the event was a success.

Equifinality which is the tendency towards a final state from the initial state and in a different way based upon dynamic interactions in the system maintaining steadiness. The initial condition of information that is received in the department determines the way it is been synthesized. For instance, if one needs to make an advertisement of his or her product through the county website it cannot be similar to information that needs to be uploaded to the county website concerning the launch of a certain project. This is because the former information is emanating from an open environment system while the latter is in a closed system since that very project may be clandestine especially if it has to deal with security matters. The sensitivity of information that may be classified as closed also depends on its initial concentration. In any case, the final approval may be reached different from the initial conditions. For instance, the department came up with an internal social welfare which has in place to cater for social expenses when need arises. The officers have also developed a departmental policy of making work done in the time to reach optimum rate.

Holism is a principle that means that the sum of all the individual communication officers is greater than the individual level. This is because they all work as a department. In any case, any sought of failure may be blamed to all while at the same time success achieved is assumed it have been endured by all. Holism has made implementation of work very easy in the department and there has been an external likeness if the same. 

Entropy concerns itself with increase of a certain quantity in closed systems and then it eventually attains equilibrium state where it may stop. This measures the probability of the way the events and or actions may unfold as the processing of information to output goes on. When the County administration realized that there had been an outbreak of fall armyworm which could cause serious economic damage, mobilization was done on how best to sensitize the farmers to deal with the pest during the painting season. Equilibrium of this was definitely attained when the department of environment and agriculture went to the field to address the issue to curb the impending challenge.

Hierarchy is a principle ensures that the department follows the ranks of positions from the director to the junior most communication officer. The ranking is always done in descending order and the highest controls the system which ensures order prevails. Hierarchy forms a line of communication and so authority may be given through each rank. Communication has always been done from the director and the division of tasks among the officers has ensured efficient implementation.

A major principle in this department is boundary. This is like a wall that separates the environments and this is always done to protect each from any form of interference. The boundary in communication department however not so ever in any way interfered with flow of the communication channel, whether in and out. Instead, it has provided tabled organized rules of what needs to be done at that particular time.  The principle has made it easy for officers to work without work errant which arises when there is a mixture of the same. 

Synergy is such an important principle in the communication and public relations department. It is important to note that the department as a whole is more significant than the specific sections in the same department. The interrelationship between them ensures that what is achieved at the end of the day is more important and greater than what would be if the same was carried out individual level. This is the dominant way in which most of the systems in organizations are normally arranged. Synergy as a tenet of systems analysis has made communication a brand to be admired especially when advertisements have been done in the County screen. The Eldoret City marathon was full filmed and residents would view with ultimate excitement.

Interdependence is another major principle that exists within this department. Communication and public relations is just a section of the three major ones which all form the department of devolution and administration. All of these any encompassed such that they can relay any information that may simply work done. If say, change occurs in any of those, then the same effect is transcended to the rest and information at all times must be dealt with caution.

Homeostasis is a principle that aims at maintaining the state of equilibrium after it has been achieved. Information that is communicated to this department is not always the same at all times and so the input is a keg aspect that is always looked at to maintain this. If at any certain time there comes a huge workload at once, all officers merge efforts so as to keep the same pace of working on the same. This has helped eliminate boredom and laziness due to liveliness in the department.

Principles of systems analysis form such an important part in organizations and they are like a catalyst to ensuring tasks are performed. The principles are like a backbone to an organization that endeavors to have a quality output, uses some quality time to go the delivery and is also efficient. They have had such an enormous positive impact to the department as success has been realized.
