HEALTH AS A PRIORITY IN UASIN GISHU COUNTY.

The County Fiscal Strategy Paper draft of 2019/2020 has seen the county prioritizing on high health levels and or standards, a national government plan under agenda four through provision of universal healthcare.

 The budget  expenditure framework of the County has seen the health department being given the largest allocation. The sector is expected to spend a total expenditure of about Ksh 2.23 billion which is approximately 28% of the total fiscal funds. 

The County is a health power hub with a number of major health centers. She is home to Moi Teaching and Referral Hospital (MTRH), Reale hospital, Mediheal, Eldoret Hospital among others. Since inception of devolution which led to health being a devolved function, the County has seen construction of health centres to cater for the health needs of the residents and those of the neighbouring counties. 

The fact that Usain Gishu is an highland it  means that the cool and wet climate experienced brings with it adverse health effects like cold-related diseases and hence the need to have the high health policies and goals in place. Measures to combat deadly diseases like ebola have pushed the County to focus on providing the best health services since she is strategically located just a few miles to the refugees camps of Dadaab and Kakuma of Northern Kenya which may face an outbreak of any disease. 

MTRH serves as one of its kind in the region and has delivered health services to all kinds of people even from the neighbouring countries of Uganda and South Sudan. A major resolution from the government is to build a new hospital offering universal health care and make MTRH the County hospital which is a move towards decongestion in the facility.

However, despite the achievements so far, all these inadequacies will simply remain as developmental health policies that will need to be implemented. Building of a new hospital to pave way for space and provision of efficient health services will take a lot of time. A major health helluva in the County is simply natural which is it's location as it acts as a facilitative role to those in need of her health services. 

The recurrent expenditure of the total budget of about Ksh 1.8 billion supersedes that expenditure set for development  which is about Ksh 300 million. Some of the the key factors for these have been discussed above. Others include the stipends used to pay medical students on internship especially those in the tertiary educational institutions in the County like Moi University, University of Eldoret among others. These amount is set to rise considering the pace at which the county has set to improve and provide education.

The County has however come up other innovative measures that will mitigate effects such as population growth due to food security at she is the country's bread basket, relative peace and political stability and diverse new opportunities to all especially jobs through the Rivatex which was recently rejuvenated. The County Chief early this year was also engaged in a number of partnership pacts with investors and others stakeholders and especially banking institutions which will provide money liquidity that might otherwise be used in the health department which all will make the County's fiscal strategy priority policy attainable.

HOW UASIN GISHU IS IMPLEMENTING SOME SOCIETAL SPECTRUM DEVOLVED FUNCTIONS.
