COUNTIES ARE INTEGRATING SECURITY CONCERNS IN NEW OUTLINES TO FIGHT TERRORISM.
UASIN GISHU COUNTY GOVERNOR PRESS ADDRESS DURING THE COUNTY
ACTION PLAN TO COUNTER VIOLENT EXTREMISM.
During the function that was held at the County headquarters. H.E, E.G.H Kiplagat Arap
Mandago began on a high note singling the need for the County Security Management team from
the County Commissioner, Assistant County Commissioners to the police on ground to tighten
their efforts on violent extremism.
The Governor said that violent extremism and terrorism at large was a global problem and was
not specific to anyone or subscribed to any societal race, community, religion or creed. He
highlighted the youth as the single most section of the society who risked joining violent extreme
groups. He said that there were a number of major reasons why youth joined radical groups. He
said that ideologies were a major strategy used for radicalization of this section of the society. He
also said that erosion of African cultural values was also another factor.
He also said that businesses were facing the threat of collapsing due to the threat of violent
extremism. He pointed out that foreign investors were scared to come and invest not just in the
county but in the country if there was no insurance of security.
The County chief talked of the police as being human beings and as security operators they
needed ultimate support and corporation to cushion them from the shock of the events that
unfolded in line of their duties. In this way, negligence of duty would be a thing of the past. He
also strongly uttered on the need for the Non-Governmental Organizations as well as the
humanitarian agencies operating within the county to be fully in touch with county
administration and support them in their programmers like the initiative to rehabilitate street
children and families. He brought on board the idea of the fully functional Rescue Centre in
Kamukunji which was set up by the county to serve the same purpose.
In order to ensure increased safety measures, the Governor said that there was need for all
commercial vehicles including taxis and bodabodas to be registered under a Sacco. This would
be geared towards ensuring that passengers were safe since incase of anything the Sacco would
be liable. He also wanted the owners of malls, big business premises to subsidize security work
done by government agencies through installation of CCTV cameras. Moreover, he also wanted
the storey buildings to install fire suppression and or fighting equipment among other measures
like emergency door exit such that there would be an easy way of evacuation in case of a fire
break out. The Governor cautioned the youth that those who would accept to join violent
extremism groups on grounds of pledges given in terms of money of any value it was equivalent
to their lives.
The governor concluded on by urging the residents to be vigilant and be honest as well as
transparent in everything they were undertaking. This would make the fiduciary responsibility of
security organs at all levels easier. He was also speaking this in relation to the reopening of the
migration offices at the county which will be offering e-passport services.
