HOW UASIN GISHU IS IMPLEMENTING SOME SOCIETAL SPECTRUM DEVOLVED FUNCTIONS.
UG COUNTY DEPARTMENT OF EDUCATION, CULTURE, YOUTH AFFAIRS, SPORTS AND SOCIAL SERVICES.
The County has formulated policy frameworks which anchor well with departmental operations
and hence efficient service delivery. These legislative policies include the County Revolving
Fund Act, Early Childhood Development Education Policy, Youth Training Policy and Persons
With Disability Bill.
EDUCATION.
In line with provision of education that is globally competitive envisaged in the Social pillar of
Vision 2030, the County has endeavoured to ensure provision of high quality education. These
measures coincide with national level policies. Some of these include integration of early
childhood education which is part of mechanisms used to achieve education under the social
pillar.
The County has constructed over 600 ECDE classrooms across all the six sub-counties and this
is part of implementing the ECDE policy. In conjunction with the same, over 1300 ECDE
teachers have been employed which is indeed focused on attaining the optimum teacher-learner
ratio hence quality education; the fourth goal of the United Nations Development Programme
(UNDP) Sustainable Development Goals. From the period between 2013 and 2019, enrolment
increased from 29,047 to 35,162 which is progress.
The County has also sponsored over 1800 students; 20 per ward in the past three years to pursue
technical courses in plumbing, electronics, welding and fabrication, mechanical engineering as
well as building and construction. A total amount close to Ksh 500 million was distributed to
over 60,000 needy students. There was also construction of two dormitories in Rescue Centre.
SOCIAL SERVICES.
Putting in to practice the Persons With Disability Bill, the County established the Persons With
Disability Fund which went on to benefit more than 4,000 persons with disability. Job
opportunities and training have also been key social services provided for by the county. Much
emphasis from the County Chief H.E Mandago was on employing and giving essential training
to the persons with disability which is well put in the constitution as a requirement where at least
five percent of the members of public service should be PWDs.
YOUTH AFFAIRS.
The department formulated the Youth Training Policy which was put in effect through the
training of the same on reservation procurement. There was also construction of eleven
Vocational Training Centres which have enabled the youth to acquire vocational education.
CULTURE.
The county through this department has empowered the communities who reside here. This has
been through the cultural group competitions which have been fully enhanced through
sponsorship. Several events during a number of occasions held from time to time have also led to
improved cultural mobility.
SPORTS.
The county partnered with the national government in a bid to refurbish the Kipchoge Keino
stadium to an international caliber. The County has been sponsoring sports and sporting activities.
Part of this has been through the purchasing and supplying of sports gear such as jerseys and kits,
balls, nets, sports shoes among others.
